Town Board Meeting: Jan 13, 2020 @7:00 PM

Call to Order by Chairman Olson at 7:00 pm on Jn 13, 2020 at the Meteor Community Center with all members present. Also present was both operators, 3 residents and Julie Brunclik of Republic Services.


Open Meeting Requirements were met by posting.

Hayward paper notification as per their request.

Disposition of Minutes: A Welling/Rogers motion was approved to accept the minutes as printed.

Treasurer’s Report: A Welling/Rogers motion was approved to accept the report as given.


Correspondence Chairman Olson received WTA notice of upcoming Cty Unit meeting. Also received Enbridge flyer.


Old Business: Generator now scheduled for Jan 15th.

                        Solar panels. Will come to March meeting.

                        Grader to arrive late February or early March.

                        Ord 1994-2 rewrite did not get to the lawyer yet.

                        Citation enforcement/writing will not be pursued at this time.

                        Snowplow on or across roads will not be pursued at this time.

                        Equipment fuel. Clerk has not contacted Lempke yet.

                        FEMA Disaster Recovery. We received good pro-active advice. Clerk will work on getting the DUNS number resolved.


On hold for Cty unit rewrite. Both items below waiting for more info from the unit.

Budget Review was done for year end.

Reports: Planning Paul-The draft Comprehensive Plan was approved as printed and was sent to the Town Board for final approval.

               Chairman Olson-Talked with Ben from FABICK and got the purchase agreement set for the grader so initial payment could be made. There was a snowplow question about Deer Lake Road.

               County Rep Bassett-Talked about balancing the budget with the highway department and sheriff’s departments taking a hit. Th new ambulance garage is complete and thee is rumors of an upcoming open house there. Talked about the Birchwood School meetings about the upcoming referendum. He had voted in favor of the Carbon Tax. He is not running for re-election.


New Business: Poll worker nominations were approved for Paul Pagel, Fran Zesiger, and Kathy Baker.

2020 election dates; Feb 18, Apr 7, May 12, Aug 11, Nov 2

                         Wages were looked at and a $0.50 increase for all hourly employees was approved by a Rogers/Olson motion.

                          5-year road plan meeting set for Feb 17 at 6:00 pm.

                          Emergency plan update meeting was set for Mar 3 in conjunction with a Plan Commission meeting.

                          Rec/SW bids. Bids from Waste Management and Republic were received. After looking them over, a Rogers/Welling motion was approved to contract with Republic.

                          Election Day response plan was written, and the board informed about it. It was required for the election grant received.

                          Birchwood School Open Meeting Law presentation. We are open to go.

                          Birchwood School Apr Referendum-They will be at our Board meeting in February.

                          Approved Town Comprehensive Plan by an Olson/Welling motion.

                          Update to state mileage rate. An Olson/Rogers motion was approved to set mileage at $0.575/mile.

                          Cyber threats will be covered at the district meeting. The current backup is not working the best. We will start to use a flash stick for saving.

                          Scholarships-awarded to Colin Wessman and Laura Kormann for $1,000 each.

                          Comments WTA newsletter. We will plan to attend the District meeting in Cable. Election Clerk Kelly White was asked to attend for the cyber part.

                          Public recognition was given stating that there will be much logging come off the Zettel Road.


Review & Disposition of Bills: A Welling/Rogers motion was approved to pay vouchers 11300-11323 totaling $65,849.05

 There being no further business properly brought before this body, a Welling/Rogers motion was approved to adjourn.
